SUSAN BELL IN PARIS

FRANCO-GERMAN relations have never been so harmonious, it was claimed yesterday, with news that the French foreign minister, Bernard Kouchner, is to record a rhythm 'n' blues song with his German counterpart Frank-Walter Steinmeier.
